velocity selector

Dear Peter Link,

Thank you again for your monochromator and velocity selector
components. I now finally found the time to make them available on the
McStas web page; hopefully they will be of use to others. The components
were delayed because I was busy with the new release, but I will try to
be quicker with submitted components in the future.
