[neutron-mc] Chopper_fermi arguments

Hi

i am testing the soon to be officially released ISIS moderator modules with
the Chopper_fermi module of Andrew Garrett.  
I was wondering how the Phase Angle is precisely defined? I have been
looking at the code but it is not obvious to me. i can get reasonable
results if i put the time of the selected energy to reach the far wall of
the cylinder in the x=0 plane, but i would like to know what the module is
expecting.
